Does the CBE CX-5 fit a Bear Whitetail Maxx?

Needs a Picatinny base. The Whitetail Maxx mounts the sight on a Hoyt In-Line Picatinny rail, so the CBE CX-5 dovetail bar will not clamp to it. Add a Picatinny base or use the CBE CX-5 in a Picatinny mount if one is offered.

The Bear Whitetail Maxx sight mount is a Picatinny In-Line interface, so whether the CBE CX-5 fits depends on the mounting bar, not the sight head.

The CBE CX-5 is a dovetail sight offered in a Bridge-Lock version, which is why it drops into a Mathews slot but needs a base change for a Picatinny rail and cannot use a Center Mass slot.
