The Infinite Adjustment Plate is how an HHA Tetra reaches the Mathews Bridge-Lock slot. It is an add-on for 2020-and-newer Tetra sights that seats the sight in the riser and adds independent elevation and second-axis adjustment.
It is specific to the Tetra and the Bridge-Lock system, so it is not a general dovetail adapter and does not apply to a Hoyt Picatinny rail.
